They are applied quickly, by people with limited time, and a verdict is often reached before the opportunity has really been examined.

We gather what actually exists: materials, data, documented history, market information, and direct input from the people closest to the opportunity. Sources are recorded. Where evidence is missing, that absence is recorded as a finding in its own right rather than filled with inference.

Evidence is examined against the criteria that apply to the decision in question — not against a generic checklist. Analysis is conducted independently, without a predetermined conclusion, and follows the same structure regardless of what the findings turn out to be.
